Naperville veterinarian facing cruelty charges after four dogs found dead

A Naperville veterinarian is facing felony animal cruelty charges after four dogs were found starved to death at a south suburban facility.

Dr. Amardeep Sangha, 54, faces three counts of felony aggravated cruelty to animals, according to a statement from the Cook County sheriff’s office.

A Dolton police officer was dropping off a dog at the facility in the 15000 block of Lincoln Avenue in Dolton about 12:30 p.m. Sept. 21 and noticed what appeared to be dead dogs and other animals in poor condition, according to the sheriff’s office. The village of Dolton housed stray animals at the facility.

The sheriff’s Animal Crimes Unit was contacted and found four deceased dogs at the facility, as well as eight dogs and a cat that were all in poor condition.

Necropsies found that three of the dogs died of non-accidental chronic starvation, and the fourth dog’s death was ruled inconclusive.

Sangha appeared in court Monday and was released on his own recognizance.

Another hospital worker, 59-year-old Sharon Cargile of Chicago, was also charged but did not appear in court. A warrant has been issued for her arrest.


Police: Lock car doors to prevent thefts

At least 10 vehicle burglaries were reported during the weekend, according to Naperville Police Department reports. Two residents reported parts of their vehicles were stolen, including a catalytic converter, spare tire and wheel. The other complaints included property stolen from inside parked vehicles.

“These incidents may be related,” said Sgt. William Davis, of the Naperville Police Department. “Most occurred on the north side of town, and (vehicles) were unlocked.”

Davis reminds residents to keep car doors locked to prevent these types of thefts and burglaries.

“Especially during the busy holiday season, people are shopping and leaving items in their vehicles as they go from store to store,” he said.

Naperville police join statewide crackdown on drunk driving

The Naperville Police Department will join the statewide crackdown on drunk drivers from Dec. 19 through Jan. 4 as part of the annual Drive Sober or Get Pulled Over campaign.

The enforcement period will include high-visibility alcohol and belt enforcement throughout Naperville. Officers will be aggressively looking for drunk drivers and will arrest anyone caught driving drunk. In addition, front and back seat belt law violators will be ticketed.

“You’ll see us out there during this highly visible enforcement period. Drunk drivers will be arrested and those not observing seat belt laws will be ticketed,” said Sgt. Derek Zook of the Naperville Police Department Traffic Unit, in a press release.

Drunk drivers face jail time, loss of their driver licenses, and steep financial consequences such as higher insurance rates, attorney fees, court costs, lost time at work and the potential loss of employment.

“Driving drunk is simply not worth the risk. So don’t take the chance” Zook said.

The law enforcement crackdown is funded by federal traffic safety funds through the Illinois Department of Transportation.

Naperville doctor charged with three counts sexual assault

Naperville resident Dr. Haohua Yang, 50, who operates the Yorkville Medical Center, surrendered to the sheriff’s office in Kendall County at 11:30 a.m. Wednesday after a warrant was issued Tuesday for his arrest on charges of sexual assault.

Yang has been charged in Kendall County with three counts of criminal sexual assault, a Class 1 felony, and five counts of criminal sexual abuse, a Class 4 felony.

“As of today, Wednesday, we have temporarily suspended Dr. Yang’s medical license,” said Sue Hofer, spokesperson for the Illinois Department of Financial and Professional Regulations. “An arrest warrant was issued yesterday in Kendall County, and Dr. Yang had until noon today to turn himself in.”

Detective John Hunter of the Yorkville Police Department confirmed that Yang surrendered to the Kendall County Sheriff’s Department Wednesday morning and already has posted bail.

“We’re not sure who paid the bail, but a $150,000 bail bond was issued, and the required 10 percent was posted,” Hunter said. “At this point, Dr. Yang awaits his day in court.”

According to the IDFPR report, three women came forward and reported Yang to the Yorkville Police Department between May of 2012 and January of 2014 “and made formal complaints that the respondent touched them inappropriately during office visits.”

Yang has offices at 1795 S. Washington St. in Naperville and at 654 W. Veterans Parkway in Yorkville. He lives in the 23000 block of Deer Chase Lane in Naperville.

Yang graduated in 1987 from the Nanjing Medical University Faculty of Medicine in China and specializes in internal medicine. His Naperville office was closed Wednesday. An answering service at his Yorkville facility reported “the doctor had been called away” Wednesday and said messages could be left with the facility’s business manager.

According to the Healthgrades website, there are no previous malpractice claims, sanctions or board actions taken against Yang.

According to the Yorkville Medical Clinic website, Yang is board certified in internal medicine and has more than 20 years of experience. The site says he is on staff at Rush-Copley Medical Center and Valley West Community Hospital.

17 Criminal damage to property: About 2:08 a.m., an intoxicated subject punched a traffic control box near the intersection of South Ellsworth and East Chicago avenues causing damage.

Naperville brother pleads guilty to U.S. tax fraud

Two Illinois brothers have pleaded guilty in what federal authorities say was a $6.1 million tax fraud scheme.

U.S. Attorney Jim Lewis said Wednesday that 50-year-old Shaher Mizyed of Naperville and 46-year-old Mohammad Mizyed of Peoria will be sentenced in April for crimes, including conspiracy to defraud the U.S.

Authorities say the brothers who formerly owned and operated a Fast Stop service station in Peoria admitted to conspiring to file false federal corporate income tax returns from 2006 through 2010.

Mohammad Mizyed also pleaded guilty to mail fraud and says he fraudulently received about $160,000 in state medical benefits.

Conspiracy to defraud the U.S. carries a penalty of up to five years in prison and mail fraud crimes carry a penalty of up to 20 years.

Naperville sees uptick in stolen packages after delivery

The Christmas season brings more than just family, food, presents and holiday traditions together. Unfortunately, it also produces an increase in certain crimes, including theft of packages from the front porch or entrance.

“We see an increase in these kinds of thefts every year at this time,” said Deputy Police Chief Brian Cunningham of the Naperville Police Department. “Many times, it’s an organized thing where you see cars following UPS trucks around the neighborhoods looking for an opportunity.”

Cunningham said calls about stolen packages have been coming in two to three times a week since Thanksgiving, but he adds that there are certainly more thefts than just those that have been reported.

“People don’t always call about these things or they forget,” he said. “The problem with this type of theft is that it’s very difficult to track down unless someone has seen something.”

Cunningham adds that another “holiday scam” includes using phony credit cards and then having packages sent to vacant properties like a house that remains unsold.

“There definitely is a system to this, and seeing cars following mail trucks or people going up to an empty house and collecting packages is certainly a clue something is going on,” he said.

Tracy Spahr, a PR specialist for UPS stores, said there are a number of ways customers can safeguard packages, from getting a UPS mailbox to arranging for delivery at an alternate site.

“We encourage the use of business and personal mailboxes at our UPS stores, but people can also require a signature before delivery and use a service we call ‘UPS My Choice’ where you can select a time for delivery at a time when you’ll be home,” Spahr said. “We’re also testing a new service in Chicago and New York called ‘Access Point,’ which we’ll hopefully roll out throughout the country next year.”

“Access Point” will allow packages and parcels to be sent to an alternative delivery site such as a news agent or grocery store. Customers then receive an email or SMS when the parcel has arrived.

Cunningham said, if a package is stolen, there are a few steps to take.

“First, check the routing information and make sure the package has, in fact been delivered,” he said. “If you find that is has and it’s missing, call us. You should also contact the post office or UPS as they often try and help us with these cases, though they are very difficult to track down.”

Keep an eye out in your neighborhood for suspicious people or vehicles that appear shortly after mail trucks go by, Cunningham said, adding that the Naperville community as a whole often makes spotting perpetrators more difficult.

“There are so many people cleaning houses and doing remodeling work, it’s hard to spot the ‘wrong’ people,” he said.

Apple Store reports $10,000 in merchandise stolen

Police officers responded to a theft last week at the Apple Store, 120 W. Jefferson Ave., in downtown Naperville.

An Apple employee called police at 11:42 a.m. Dec. 18 to report that four men entered the store, grabbed more than $10,000 of merchandise and fled without paying for the items.

“The complainant reported that four black males, about 20 years of age, entered the store and removed 13 iPhone 6 (models) and one iPad mini and then ran out the front door,” said Sgt. William Davis of the Naperville Police Department.

Davis said, according to a witness, the four men got into a silver vehicle, possibly an Audi or Saab. The vehicle and subjects were not located by officers.

Police make arrest in late-night Naperville stickup

An Aurora man is in DuPage County Jail in connection with an armed robbery earlier this month at a north Naperville motel.

According to Naperville Police Department spokesman Sgt. Bill Davis, witnesses and the victim identified Floyd A. Parker II, 21, as the offender who approached a 21-year-old Lisle man attending a party in a motel in the 800 block of E. Ogden Avenue shortly after 1 a.m. on Dec. 1, “displayed a handgun and demanded his wallet and cell phone,” and then fled. The victim “was familiar with” Parker, Davis said.

Parker is due to appear before Circuit Court Judge Elizabeth W. Sexton on Jan. 5, charged with armed robbery with a firearm. Sexton set Parker’s bail at $275,000 following his Dec. 19 arrest.

Court records show Parker, who has been ticketed by Naperville police for assorted traffic violations in the past several years, also is awaiting trial on a separate felony arrest stemming from an incident just more than a year ago. Wheaton police charged Parker on Dec. 18, 2013, with manufacture or delivery of at least 15 but no more than 200 tablets of Ecstasy. He is due in court Jan. 9 on that charge.

Former tumbling coach charged with sex abuse of underage prostitute

JOLIET — A former tumbling coach from Oswego is behind bars Tuesday after being charged with having sexual contact with an underage prostitute in Naperville.

A Will County arrest warrant issued Friday charges Ray Saleh, 51, with aggravated criminal sexual abuse, patronizing a minor engaged in prostitution, and patronizing a prostitute, according to the Will County state’s attorney’s office.

Saleh was arrested about 12:30 p.m. Tuesday, according to Naperville police.

The warrant carries a $500,000 bond, and Saleh was being held in the Will County Adult Detention Facility. He is scheduled to appear in bond court at 9 a.m. Wednesday, according to prosecutors.

The victim was older than 13 but younger than 17, when Saleh committed sexual acts with her, according to court documents.

Naperville police began investigating the case in September, according to Sgt. William Davis, a department spokesman.

Saleh, of Oswego, was a tumbling coach at ICE All-Star Cheer in Aurora. A spokeswoman for the company said Tuesday that he has been fired.

Former tumbling coach appears in court on sex charges

The former tumbling coach charged with having sexual conduct with an underage prostitute will be in court again Jan. 16.

Ray Saleh, 51, of Oswego, made an appearance Wednesday by video hookup before a Will County judge. His case was continued to 9 a.m. Jan. 16 in Courtroom 405 for a preliminary hearing.

It’s possible that hearing will include the appointment of a public defender as his attorney, court sources said.

Saleh is being held in the Will County Adult Detention Facility on a $500,000 bond.

Saleh was arrested by Will County Sheriff’s deputies at about 12:30 p.m. Tuesday, according to Naperville police spokesman Sgt. Bill Davis. An arrest warrant was issued Dec. 26 for him with the charges of aggravated criminal sexual abuse, patronizing a minor engaged in prostitution, and patronizing a prostitute, according to the Will County state’s attorney’s office.

The victim was older than 13 but younger than 17, when Saleh committed sexual acts with her, according to court documents.

Davis said Naperville police began investigating the case in September. Based on a Crime Stoppers bulletin issued Sept. 21, The Naperville Sun reported that investigators were seeking a man who had told the alleged victim his name was Joey.

“As a result of the Crime Stoppers, a witness came forward with information on the case and Saleh was identified as the offender,” Davis said by email Wednesday morning.

A spokeswoman for ICE All-Star Cheer in Aurora said Tuesday that Saleh has been fired from his coaching position at the facility.

Saleh also previously worked at Naperville Gymnastics, according to the owner.

“He hasn’t worked for us in over a year,” said Keith Carter, the owner of the gymnastics club, which recently moved to 800 Enterprise Court, Naperville.

Saleh worked there for “a few years,” he said, and left their employment for reasons unrelated to the current charges.

Naperville police: Five reports of graffiti related

Five reports of graffiti throughout Naperville appear to be the work of the same individual or group, according to Sgt. William Davis of the Naperville Police Department.

On Saturday, Dec. 27, graffiti was reported in the 500 and 600 blocks of South Washington Street and on East Gartner Road near the Gartner Road bridge. On Sunday, Dec. 28, two similar incidents of defacement of property were reported in the 1900 block of Brookdale Road.

“The graffiti done with a marker consist of initials, random letters ‘LOK,’ ‘spwr,’ ‘SBR’ and some unreadable letters,” Davis said. “It does not appear to be gang related.”

The reports are under investigation, and there are no suspects at this time.

19 Lost property: A complainant reported that she lost her purse while shopping at several stores in the 3100 block of 111th Street at 3:19 p.m. None of the stores were able to locate the purse.

20 Strong arm robbery: A resident in the 1900 block of Sprucewood Court reported that she was confronted by an unknown male after pulling into her garage who then stole her purse. The offender then fled the scene in a small dark sedan that was waiting with an unknown driver.

Vehicle damages Naperville Wendy’s main entrance

Naperville Police Department received a call early Monday morning that gives new meaning to drive-through restaurant.

About 7:45 a.m., a commercial vehicle slid into the east side of Wendy’s, at 1560 N. Route 59 in Naperville’s Pebblewood Plaza Shopping Center, knocking through the brick and damaging the doorway. There was no
structural damage to the building, and the business did not have to be evacuated, according to Sgt. William Davis of the Naperville Police Department.

“The driver was not impaired and was not driving recklessly, so no tickets were issued,” Davis said. “He was making a u-turn in the parking lot when he slid on the ice and struck the building.”

Employees from Kicon Construction arrived shortly after 9 a.m. to begin repairs on the east side entrance. That entrance will be temporarily closed during construction, while the restaurant remains fully operational and open
for business.

“That was the main entrance, but (now) we are using the other entrance,” said Wendy’s manager Oscar Butron. “The drive-through is working, and everything is working.”
